Tunnel and Reservoir Plan (TARP) is the system which MWRDGC developed in 1972 as a cost-effective way to comply with Federal and State water quality standards in the 375 square miles of combined sewers in the Chicagoland area (including 51 suburbs). The TARP Control Structure Rehabilitation and South Park Control Structure Improvements project consisted of the inspection, assessment and design of over one hundred control structures. The inspections and assessments consisted of going into a select group of representative control structures to identify electrical improvements and define what improvements could be made to the existing controls to improve the accuracy of control and notification of equipment failures. Once this was completed a report was written and reviewed with MWRDGC; from there a scope of work was defined to match the improvements budget. The electrical improvements included newly dedicated circuits for sump-pumps, portable generator connections in areas where loss of power was common, revised power distribution in order to feed new gate actuators. Control improvements included replacement of existing Input/Output (I/O) cabinets with intelligent I/O Blocks with a connection to the existing remote PLC Cabinet through existing Ethernet cabling. The control improvements included the integration of the new gate actuator controls which allowed for remote control and monitoring of the gates. Other electrical improvements included electrical service upgrades to Racine Pump Station. The improvements included reconfiguring existing switchgear in order to accept a third service from a new 750KVA medium voltage transformer, adding a new section of medium voltage switchboard to accept the load side of the third transformer, and refeeding 6 existing motor exciters.
